Maybe it's different in WNY but having activist friend in the Rochester area, not sure....

I think the solution is to start holding the perps criminally responsible. Put significant financial burdens on the people responsible. Make sure they can't be hired in other jurisdictions. Which means publishing their crimes and having a national database.

Oh well, one can dream.
