there is so much going on that inspectors are also overworked, inspections are cursory at best, and the people doing the work know that better than anyone and take full advantage of the situation. People rarely understand that an inspector is only concerned with the code/safety of the work, and could care less about the overall quality.....

For the past decade or two, cities have learned that the inspection fees are a cash cow. Many fees have doubled or quadrupled, and even with the increases in building permits and inspections, the cities refuse to hire more inspectors....
