Yes, thanx to the Koch Brothers and ALEC (American Legislative Exchange Council)
who draw up those districts. In 2012 Obama won the state comfortably and Sherrod
Brown won his senate race by 10 to 12 points (aka more democrats voted) but 12 of
the 15 congressional races were won by republicans.
