On March 7 of last year, Manchin stated he would support altering the filibuster rules. He said, "If you want to make it [the filibuster] a little bit more painful, make him stand there and talk. Im willing to look at any way we can."
Keep digging that hole, Joe. Maybe you'll even find coal.
