While everyone would be reluctant to cross the border, non-Ukrainians, like all citizens of African countries, could get out of the war zone and cause Russia a major problem.
If NATO nation nationals were to escape Ukraine into Russia, Russia would then have an obligation to protect them.
Failure to do so would give NATO nations (& others) reason to assure that Russia "goes through some things".
