always seem to go awry. All of the paperwork, all of the permits, all of the environmental protections go flying out the window as soon as the contract is awarded to the LOWEST BIDDER. What do you think they do to keep their costs down? I have seen it time and time again. Lets see how much we can get away with, or rather, how long can we go without spending money on all this environmental stuff? They get issued warnings. Ignored. Maybe every now and then, an inspector gets pissed off and issues a citation. Usually the fine is less than what it would cost to do the job right. People that do this work wrong need to be put out of business, period. If you want to put in a pipeline, just do it right. There has yet to be a company that has done it right.
