"Military guidelines allow a provisional retirement rank if an officer is under investigation for misconduct at the time, as Jackson was during his departure from the Navy. Military officials have the option to downgrade the final rank if adverse findings are made, busting down an officer to the last grade they satisfactorily served."
This is different from frocking and a regular provisional rank. Frocking is a higher rank given with the expectation that the officer will attain that rank in a short time period.
A provisional rank is a temporary rank used for the billet or job the officer is holding. Like if the Captain of a ship dies, the XO will be given a provisional rank of Captain until a replacement can be found.
It sounds like this is a special case used for retiring officers.
As a Naval Officer, I was always told that I served at the pleasure of the president. Maybe Biden was not pleased.
But the Stinking Nazi sure loved all those free flowing drugs for everyone in the white house. I wonder if Trump and his staff were having orgies with underaged girls in the white House too.
