Like "your papers, please" kind of bad. They hated it. Now they are all in favor, particularly if they can target "undesirables".

I remember all these red states dragging their feet for years about implementing this.

Now there are some good reasons why it's difficult. Some people don't have birth certificates for whatever reason. And some requirements are a bit onerous.
