He could remain a priest who serves in a non-public manner, for example, at a retirement center for priests or for the elderly.
His current age could also play a part. If he's young perhaps he's better off laicized; if older - too old to adapt to another life, he could be accommodated in some way.
I don't know enough about this case to comment knowledgeably.
