1. Maybe a community bank in Detroit could open up an account for them.

They can't get it out, so it could be used for investments, to fund schools and infrastructure improvements, maybe even some new kinds of manufacturing, help bring revenue in to keep the pensions alive for ex-public employees. And it will be there when the Iranians decide to join up with the rest of the world community, if they ever do.
