12. If you get caught shoplifting out of a Seven Eleven - you are arrested and jailed.

You don't get to say, "Ooops, I'm sorry. I promise never to shop here again. Can I go away now? Can we settle?" NO - you are jailed, bond must be posted and you then wait for the wheels of justice to decide what to do with you. God help you if you have priors. It's WAY PAST TIME that we as citizens of this country allow this wrist slapping bullshit to continue. A settlement? No admission of guilt? Just quit and we'll all be happy? I realize that the people of Wisconsin have been making themselves be heard. They must keep up the pressure. For the good of their state and their well being.
