There is no rhyme nor reason with their policies, but just a constant need to churn up the base against "the libs" and in turn get their money. Have you noticed that when the Republicans held both chambers of congress and the presidency, they didn't do anything about wedge issues, because then they lose the ability to make the base angry. Their primary legislative agenda is to do the bidding of the rich in order to get donations.
