There are breakdowns, fires, etc. The elevator and escalators work about half the time. They have plenty of employees, and spend lots of money, but the system is a shambles. The Russians run their antique system in Moscow better than DC Metro, and they haul like ten times the passengers. Poor DC is just screwed, can't do anything right.
