Using our military power for defense and defeating our enemies is proper use. Going around engaging in interventionist, regime-changing wars, being the world's police, and nation-building is not.
There are two wars in Syria: One is to fight ISIS and al Qaeda and other Islamist extremists who have waged war against the US, and the other is the illegal and counter-productive war to overthrow Assad (aka regime-change).
This second war is putting us in direct conflict with Russia, the ally of Assad, and is actually aiding ISIS. The US should focus on the legal war, yes, and stop the illegal one.
Tulsi has introduced legislation to stop this illegal war (she speaks about the newest one in her speech); this is the earlier legislation presented.
