That’s what it sounds like to me. And she was waving on someone behind her in the crowd, or directing the man next to her to do so?

If so, then the police are right, she was threatening.

Pushing through the crowd alone is not threatening without other behavior.

I spent a month traveling through rural Quebec a good few years ago and found the people lovely but the politics fraught, even then.

I hope a French speaker can clarify what was said here.

That aside, Trudeau’s response and the crowd’s support were very positive.
