Sessions and Wray both have a big say in what gets investigated and what gets ignored. They can lay out ways in which the investigation could go forward despite WH restrictions if either cared to do so, if either cared at all. They can do it without appearing blatantly to ignore Trump's order.

On the other hand, regardless of the WH, they could place their own restrictions on the investigation. I can't imagine why Sessions would, since the investigation could turn up enough corroborative evidence to keep the mean drunk off of SCOTUS and that would be a punch in Trump's nose. Sessions might enjoy that.

But Wray, of course, could hold tight the investigative reins as a way of securing his own job.

I think the "investigation" will, indeed, go nowhere and will, when looked at from a distance, show the the FBI appeared not to seriously want to pursue the truth. But I think responsibility for this can rest almost equally on the shoulders of the WH, the Att'y General, and the FBI Director.
