are administered to people who, by observable behavior or by a medical event, are suspected of mental incapacity. They aren't "intelligence tests." They're intended to measure fundamental cognitive abilities. Dementia and stroke patients often will be subjected to a 30 item exam.

If Trump was administered that kind of test when he arrived at Walter Reed Hospital a few months back, it's likely that he was diagnosed as having a CVA or a variation of it. A CVA is a cardiovascular anomaly, usually termed a "stroke." He was likely evaluated to determined whether significant brain damage occurred in the aftermath of the CVA.
