2. Film with most nominations has been kind of a curse of late.

In the past five years, only Birdman won Best Picture with the most nominations. That does not necessarily bode well for Shape of Water. Birdman is also the only Best Picture winner in the past five years to also win Best Director. If you take a longer view, you're correct. So the question is whether the longer history or recent trends prevail.
