2. I can't find info on cancelling after season 3.

Although seeing that S3 is not being released until summer 2019, which would make a season 4 maybe summer of 2020. So it would make sense as the kids would have aged a bit. Millie Brown who plays "Eleven" was 12 when they started filming. She'll be 16 if they do a S4, as will Noah Schnapp who plays "Will Byers". Kids grow up a lot in this age range. Voices change, they get tall etc.

But having said that, I did find this article published on 8/1/2018.

Will Stranger Things Season 3 be the final episodes?
Judging by the comments by The Duffer Brothers to Vulture, they’re “thinking it will be a four-season thing and then out”. So as Season 3 progresses, we’re likely to see some kind of end-game for the show starting to rear its head.
