(FICA) deductions himself and having them matched by his employer, which determine his Medicare and Social Security benefits when he reaches retirement age.

He needs to gather all the birth documents...hospital records, birth certificate, everything he can find an make an appointment with the closest Social Security office to sit down with a rep there to get it straightened out so he can start accruing benefit points or he many never be able to get Medicare of Social Security checks when the time comes. It seems he's lost time but he needs to legitimately on record asap to start accruing.
