3. It's bureaucracy.

Stuff got weird with the French after that Freedom Fries thing. Orders came from France to have MERDE signs posted here and there in the US. Paperwork sat on desks for awhile. Coffee was dumped, condiments from burgers oozed -- MERDE was misread as MERGE. The rest is history.
