The NWS calls it "freezing fog" and they do have an alert for it as one of their advisory products! All you basically need is to have your air temp and dewpoint temperature close to each other and near/at/below the water freezing temp of 32 (where the humidity would then be close to 100%) and have little or no wind, to trigger it.
