1. The dog broke its chain and was approaching the security guard

Some may say charging.

Lets say the security guard lets an unattended dog stay on a chain in a public area, and a child wandering by just wants to pet the doggie. The airport would be found liable for any injury to the child. The dog was aggressive enough to break its chain and break away from its owner's grasp.
