4. Tecnically you are right. Hospitals,

grocery stores, and pharmacies will stay open since they provide necessities.

100% applies to non-essential businesses. That also means that warehouse workers and truckers who transport goods to essential businesses will continue working. Cuomo included Internet service as essential.
