4. Actually, an individual *can't* use NICS.

NICS checks are provided free to Federally Licensed Dealers, who have to provide their license number as part of the call.

So what this would require is that dealers (some? all?) agree to perform this service (for free?), checking guns into their inventory temporarily, filling out a form 4473, then 'selling' the gun to the purchaser.
