2. I wrote a reply a few weeks ago about the fact that oil contracts were being renewed in Iraq.

This was the time that ISIS left Syria and came in to the Kurdish areas or North Iraq. So American oil companies renewed oil contracts with groups that controlled the oil fields, instead of with the government of Iraq. Kurdish leaders negotiated their own contracts instead of going through the central government of Iraq. The Kurds are expecting the money to be sent to them. The US is supporting the central government of Iraq (Baghdad). So is the oil sitting on the coast of Texas stolen by a US oil company from the Kurds? Or stolen from the Iraqi central government? Seizure in American waters can occur within how many days? By Texas?
