There's no mechanism for it in the Constitution. A constitutional amendment would need to be passed to allow it.

States do not have the right to unilaterally secede from the United States, so the Confederate states during the Civil War always remained part of the nation.

Now, do I think Texas GOP nutjobs care what SCOTUS or the Constitution says? No I don't. I'm just sharing info.
