in DC, they do this idiocy on public intersections. Which does bother people who live in the area.

Ideally, these folks could take some of the money they spend on cars and rent an actual permitted space for this activity.

But I guess the outlaw nature of it is a big part of the appeal.

Sure it was a scary experience for a single police officer, but I didn't see any weapons or death threats.
