10. After some contemplation, it reads as if he's saying that in his view:

1- residents of 'high crime areas' are relatively more likely to be violent;
2- but when he held rallies in 'high crime areas', none of the attendees broke out into violence;
3- thus his followers in 'good' areas could never possibly be violent;
4- therefore nothing bad happened in NV

There are a lot of holes in his reasoning, if this is what it is, but it's the only interpretation that I could come up with that connects his remark to what happened in NV.
