it is impossible to tell whether they are neutered or not. Sometimes when cats show up at the county AC, the staff will mark them as females when they are actually neutered males. It's not easy to tell, esp with scared or feral cats. Rufus appeared to be a fully developed male, but had no visible signs of it.
