The U.S. Court of Appeals for the D.C. Circuit has struck down D.C.s strict concealed carry law and the when asked by D.C., the entire court declined to re-visit the decision by the 3 judges who overturned the law.

Unless Washington D.C. decides to appeal the decision to SCOTUS and then gets a stay that allows the current law to stay in place pending a decision by SCOTUS, residents of the District will be allowed to CCW.

I don't think this is the "tipping point" the gun grabbers were thinking of, but I'm sure they will be along shortly once they get their talking points straight.
