50. So, what "public use" are the firearms subject to?

Public ranges giving out free loaners to use at the range? IMO, this section was referring to the taking of land away from private citizens to be used for parks, schools, transportation access, etc. This has been the past use of this section, I believe it would be a FAR reach to extend this to a personally carried/owned item. Why not extend it to baseball bats, golf clubs, hammers, and swimming pools?
