Is that it's very useful in dissuading any conventional military from challenging us, but it's capacity to fight small, decentralized terrorist groups is limited. So we can't really point to military spending and assume that we've got terrorism covered.
I'm not saying I necessarily disagree with your position, like I said, it depends on how you look at it. Environmental issues affect people's lives on a more day-to-day basis. Terrorism is one of those things that we don't really thing about until it happens. There are probably many terrorist attacks that are prevented that we can never hear about, but would send chills up your spine if you knew the details.

Nope. He said N. Korea was greatest concern. He just acknowledged ISIS as threat.
