8. If a candidate has the money for the VAN, they should be given access to that data

Also, I believe the DNC could call the state party to tell them yea or nay on whether they should have access to said data.

I'm a precinct chair in Texas, btw. I have access to my precinct's data. If I knew a candidate tried to buy and get access and they were denied, I'd probably give them my data.

I also serve as an Election Judge during primaries, and the Alternate Judge all the other times there is an election.
