I may be wrong but it doesn't sound like an all-or-nothing plan. If a state doesn't participate, they don't reap the benefits. And parents can then send their kids to whichever college they can afford in another state.

We need to do something about the cost of college because it's absolutely ridiculous. And I'm speaking as a parent who is looking at a $57,000 bill for my child's FIRST year of college. And even with academic scholarships, grants and student loans, I still have to take out a $20,000 loan just for the first year. I'm not the only parent experiencing this.

Democrats should be supporting some type of reform and we need to start somewhere. None of us is thinking that this is a guaranteed done deal. But I would much rather start with a big idea that can be negotiated and still net some positive results, instead of starting small or doing nothing.
