At a minimum, Secretary Clinton should have surrendered all emails dealing with Department business before leaving government service and, because she did not do so, she did not comply with the Departments policies that were implemented in accordance with the Federal Records Act."
She failed to follow policies that keep State in compliance with the Federal Records Act. Her work emails are the property of the government and, when not classified, should be available to the people through FOIA. She does not have any authority under the law to decide what can and can't be deleted.
