supposed to have cross-overs. I instructed voters to request cross-overs. But think of it. You are young and the first in your family to vote in an American election. Are you going to argue with the intimidating people who sit behind the table and don't find your name on their list of Democratic voters but rather find it on a list of decline to state voters and then tell you to take a pink provisional ballot? Probably not.

We are talking about young people. We are talking about a system that is not well understood. We are talking about gentle, legally unsophisticated people who don't want to argue with what seems to be authority.
