2. My Understanding Is That This Doesn't Have To Do With Doing Away With The Electoral College.....

My understanding is that some of those Electoral Voters in the College can change their vote from Trump to Hillary and are not bound by their state. The idea is to get a number of them to change their vote - so that Hillary gets the 270 threshold and takes away the EV's from Trump.

Did I misunderstand this petition?
