Neither Romney nor Palin will run for President in 2016.
Romney will stay out because he knows he would have no chance of even winning the nomination.
Palin will stay out because, although she'd be a contender for the nomination, she knows she would have little to no chance in the general election. Also, there's little upside to her. If she loses, her luster is dimmed, and with it her ability to grift money off the Tea Partiers. If she wins, she's stuck doing an arduous job where wonks waving briefing books are always running after her demanding that she learn something about Uzbekistan or whatever.
