The national party funnels money to candidates based on previous district performance and the candidate meeting certain metrics. Even with a dumb as shit GOP congresscritter who's been there since I was a baby, I know and accept the DCCC will not be targeting my district.

If the DCCC knows that the Democrat typically loses 60-40 then unless the candidate is extraordinary and the Republican says stupid shit, chances are the district will not get national attention. There's only so much that can go around.
