3. I would guess they keep their data with the DNC because they want to leverage existing and paid for

tech for their campaigns. To reinvent the wheel with each campaign would be something crazy. Also, the DNC likely claims ownership of data on their servers which helps to swell the DNC membership counts. It could be a win/win if the DNC were actually a neutral party, but they have a specific prefered candidate so it's not.
