If you are talking about the "Green New Deal," what you are talking about is theoretical, so we have no idea if it would be effective.
Digging in one's heels about specific tactics makes it more about the tactic or a particular person than the actual issue one is trying to solve. As we've seen with the RW's stubborn refusal to accept that destroying that "establisment" Planned Parenthood will actually increase abortions from unplanned pregnancies is another illustration of this. They swear that eliminating PP will be the solution to women getting abortions, and say all other methods have failed.
Senate Democrats saved the Green New Deal by voting "present" when McConnell tried to torpedo it with a vote before it had been sent through committees to work out the details. I hope that AOC is appropriately appreciative of that.
And as for "hasn't happened yet" the following Democratic strategies for addressing climate change have been effective, so one can't say that none have "been come up with." The fact that they were implemented makes them more effective than any that are still theoretical.

The first goal, cutting U.S. carbon pollution, aligns with President Obamas commitment to reduce greenhouse gas (GHG) emissions by 26-28 percent below 2005 levels by 2025. Strategies to meet this goal include reducing GHG emissions from the power sector and promoting energy efficiency and clean energy projects around the country. The Administrations plan to cut emissions from light-duty vehicles through 2025, put into place pre-CAP during Obamas first term, is a major component to reaching the 2025 emissions target.

The Clinton administration Climate Change Technology Initiative provided $4 billion in tax incentives over a five-year period. The tax credits applied to energy efficient homes and building equipment, implementation of solar energy systems, electric and hybrid vehicles, clean energy, and the power industry. The Climate Change Technology Initiative also provided funding for additional research and development on clean technology, especially in the building, electricity, industry, and transportation sectors.
