WASHINGTON — U.S. Rep. Christopher Shays, R-4, returned from his 10th trip into Iraq saying he's confident in the upcoming constitutional referendum, despite increased insurgent violence.

Shays expects upwards of 70 percent voter participation in Saturday's referendum and predicts the constitution will be accepted. Even if it fails, Shays said, it would be only a minor detour to a constitutional democracy. Drafting a new constitution would simply fall on a new parliament that will be elected Dec. 15.
"If 70 percent votes it down that is democracy," he said. ... "Iraqis can deal with the bombings. They are used to it. They are tough," he said. "These are more for mine and your consumption."
