Solana offers nuclear incentives to Iran

Javier Solana, the European Union's most senior diplomat, has formally offered Iran a list of incentives that the major powers hope will be enough to persuade it to stop enriching uranium.



The deal was presented today in a two-hour meeting with Ali Larjani, Iran's chief nuclear negotiator, at the Supreme National Security Council headquarters in central Tehran. An official close to the talks said afterwards: "Larijani said Iran will study the package, clause by clause, and respond."

Mr Solana arrived in Tehran last night last night as the messenger to convey a deal agreed in talks among the five permanent members of the UN Security Council, plus Germany, in Vienna last Friday. The former Nato chief told reporters at Tehran airport that the West wanted "a new relationship" with Iran and that the package would "allow us to engage in negotiations based on trust, respect and confidence".

Details of the proposals, drawn up by Britain, France and Germany and backed by the United States, Russia and China, have been kept secret, but an early draft suggests that if Iran agrees to stop enriching uranium, the major powers would offer it help in building nuclear reactors and guarantee a supply of nuclear fuel.

If the "nuclear reactors and guarantee a supply of nuclear fuel" is real, then IMHO this is a good deal for them. But if I know *, he has a couple deal killer pre-conditions in the deal other than for them just to stop enriching uranium.

It would be an embarassing concession of sovereignty. I don't see the Iranian governmnet bowing down to the europeans any time soon.

By the way Iran is entitled to develop nuclear facilities it is developing under the terms of the NPT. There is currently no evidence that Iran is in violation of the NPT. The USA on the other hand is in clear violation of the NPT. Perhaps we should be the ones making concessions?

The Iranian aren't completely stupid and they would go over the materials with a fine tooth comb for any sort of sabotage. What I suspect would happen if the promises are be signed, but then the suppliers would start delivering wrong parts, have 'unexpected delays', deliver obsolete pieces, and pull the same stunts as happened with the North Korea reactor.

The other catch is that if the Iranians 'outsource' their technology they become all the more vulnerable to sanctions, as that would cut off any materials.

TEHRAN, Iran Jun 6, 2006 (AP)— A package of incentives that represents a major initiative by world powers to persuade Iran to curb its nuclear program contains "positive steps" but also some "ambiguities," the country's top nuclear negotiator said Tuesday.

Speaking on state television after receiving the proposals from EU foreign policy chief Javier Solana, Ali Larijani called the talks with Solana "constructive" and said Iran would respond after studying the incentives.

The United States along with the four other veto-wielding members of the U.N. Security Council Britain, France, Russia and China drew up the package with Germany in a meeting in Vienna on Friday.

He did not identify the "ambiguities," but he said he had discussed them with Solana and that more talks would be required.

If it is a U.S. plant, the U.S. government could withdraw parts and fuel at any time. So, they would be a the whims of a foreign country for their energy, and one that has a history of causing them harm.
