MADISON, Wis. — Wisconsin Democrats in the state Assembly agreed to a deal in the pre-dawn hours Thursday to limit debate and reach a vote, perhaps by midday, on a bill taking away public workers' collective bargaining rights.

The deal announced shortly after 6 a.m. was designed to force a vote on Republican Gov. Scott Walker's bill following more than 42 hours of debate that began Tuesday morning.

"We will strongly make our points, but understand you are limiting the voice of the public as you do this," said Democratic state Rep. Mark Pocan of Madison. "You can't dictate democracy. You are limiting the people's voice with this agreement this morning."

Unless we have the majority in the legislature there is very little they can do, unless of course they can recall the govenor, which they can't for 1 year

The midterms were such a disaster, and there is going to be major pain from that fiasco

The repukes may believe they have won this, but they have been exposed as anti-labor, and I suspect next year and 2012 will create real problems for them

Local news (greenbaypressgazette.com) has a headline stating that the State Patrol is rounding up the Dem Assemblyfolks & taking them to 'work'. Illegal use by Walker, no?

12. OK, here's what's happening:

Fiscal bills require a 3/5 quorum. Other bills require a simple majority quorum. No fiscal bill can pass the Senate because the Democrats are hiding out. The Budget Repair Bill is a fiscal bill, and they can't act on it in the Senate. Meanwhile the Republicans split off the non-fiscal part of the bill & are trying to pass it. The Assembly Dems have been filibustering and offering hundreds of amendments to slow the process down. They got some concessions from the Rs & are therefore ending their filibuster, although none of them will vote for the bill. They knew at the beginning that they wouldn't be able to do t indefinitely.

The Democratic Senators are still hiding out in IL, blocking the fiscal part of the bill.

7. I assume the WI Senate is different from the Assembly.

I think that's what the term "bicameral legislature" means. That's the way most of the states and the federal government handle the legislative branch of government.

In the assembly, the pukes already have the 2/3rds majority to do whatever they need to act on the crap bill. What the Dems in the Assembly were doing was piling on the amendments. This just means they have yielded on adding further amendments - which were likely only a delaying tactic and not going anywhere.

It's up to the State Senate to stop this bill and so far they are holding strong out of the state.
