UNITED NATIONS (Reuters) - Key U.N. Security Council members and Iraq (news - web sites)'s foreign minister said on Thursday a new resolution must spell out how much authority Baghdad would have over U.S. troops when an interim Iraqi government takes office on June 30.
France, Russia, China and Algeria say an amended draft of a U.S.-British resolution on Iraq's future is still too vague over the definition of "sovereignty," particularly whether Iraqis can block major U.S. military operations.
But Secretary of State Colin Powell (news - web sites) said Iraq was a partner and would not be given a veto over U.S. troop movements. However, he and British officials indicated they were receptive to new language to cover the relationship between Iraq and the 160,000 U.S.-led troops in the country.

Russia has a long list of demands, including wanting two resolutions, one immediately to endorse an interim government and another after it takes office for all other issues.
