Defending President Bush's foreign policies, national security adviser Condoleezza Rice counseled Americans to be "less critical of every twist and turn" in Iraq.

"We need to be more patient with people who are making those early steps" toward a working multiethnic democracy, Rice said Thursday as U.S. troops fought a bloody battle with insurgents in the slums of Baghdad and Iraqi forces searched for ways to subdue insurgent militias in Najaf.

Rice said it took the United States a long time to achieve democratic goals.

And so far, said Rice, an African-American, Iraq's postwar leaders have not made a compromise comparable to the one by the framers of the U.S. Constitution, who "made my ancestors three-fifths of a man."

She was referring to the provision in the Constitution that designated slaves as three-fifths of a person in calculating the population of states for elections to Congress. The slaves also were denied the vote.

But it may well be a much longer and much harder time than a week . . . or even two, and it may not be the Shi'ites alone, since Sunnis were demonstrating against US and provisional gov. going after al-Sadr.

I think Rice's statements are indicative of the administration realizing there's big trouble "around the corner."

Despite "limited progress" towards democracy, United States has no choice but to support President Gen Pervez Musharraf in Pakistan as an alternative to him could be a radical Islamic government, deputy chief of the 9/11 panel has said.

Afghan president to visit Pakistan Monday :

Afghan President Hamid Karzai will take up the census of his country's refugees during talks with Pakistani authorities when he visits the neighbouring country beginning Monday, Online news agency reports.

Karzai would discuss the issue so that refugees across the border are able to cast their vote in the upcoming Afghan presidential election, Afghanistan's National Security Advisor Zalmay Rasool was quoted as saying by an Arab newspaper.

Rasool also said that soon after Karzai's visit, the census would be conducted.

UNITED NATIONS, Aug 19 (IPS) - With battle-scarred Iraq in shambles, the United States is now trying to showcase war-ravaged Afghanistan as a potentially vibrant multi-party democracy on the road to political success, say U.N. diplomats and Afghan experts.

''(U.S. President George W) Bush desperately needs an international success story for his re-election in November,'' a South Asian diplomat told IPS.

''And despite the deteriorating security situation in Afghanistan, the White House is determined to ensure that the upcoming presidential elections in Kabul will take place in October as scheduled,'' he added.

But U.N. Secretary-General Kofi Annan and several experts on Afghanistan are warning that the credibility of the upcoming elections could be in doubt unless there is a significant improvement in security for the 9.9 million Afghans who have registered to vote.
