August 31, 2004 -- A near-riot broke out between cops and neighborhood residents of an upper Manhattan street last night after witnesses said an officer beat a handcuffed man.
The chaos began when someone in a crowd tossed an egg at a police van on West 172nd Street near Fort Washington Avenue in Washington Heights just after 7 p.m., cops and witnesses said.
The group exchanged comments with the cops, and a man, 19, was arrested for disorderly conduct, police and witnesses said.
"Once they had him handcuffed, they continued screaming at him and he was screaming back," said Anthony Reynoso, who was working with a film crew at the building. That's when an officer hit the teen in the face, Reynoso said.
"They took it out on the kid. From
to the paddy wagon, they were hitting him in the head with a stick," said Reynoso, 27, who lives on the block.

From what I have seen, the cops have been very aggressive all over the city. People are going to fight back sooner or later.
