Not sure whether Reuters has a habit of leaning one way or the other, but why would this be worth putting out as so-called news?
Is it to mock him, or to "remind" us that he's a good ole boy who has an endearing way of mangling the English language?
Either way, this is Reuters, and it's just not news, so naturally I'm suspicious.

I do think its news when a politician in such a powerful position, constantly sticks his foot in his mouth. Its damned inept! Of course they made excuses for him, saying he commonly suffers from verbal/grammatical lapses. Its a sign that he is not a confident speaker, a feeling I always get watching him. And that is an issue at least for me.
