Actually, IMO you answered your own question:
"ultra conservative right-wing" AG under Raygun AND Poopy
His bona fides are in order so it'll be hard for R's to scream "whitewash"- also, if they do turn up any evidence of ratfucking, it'll make it that much sweeter.

Why didn't they (CBS) spend this much time and effort investigating why Bush got away with going to war on Iraq instead of finding Bin Laden??

Why the hell is CBS keeping this going? Even if the memos were problematic, the story is still true. Strings were pulled for bush, and then he did not fulfill his obligations. That is indisputable. Just toss the memos and call it a day.
